we have the choice of working with vector or raster or both within the same image. The two types of graphics are completely different. Because of this they are kept on different layers within the image and require different techniques and tools for working with them. Pixel oriented editing cannot be done on a vector object - filters, brushes, effects can only be used on raster layers. Vector editing tools cannot be used on raster layers - the ability to edit text, change the font, size, color or modify line width, line color, fill color of vector shapes is available only on vector layers.
Raster images are pixel oriented - information that creates the image is stored for each individual pixel - the color of the pixel, the transparency of the pixel. Vector images are object oriented - a circle, a square, a freehand drawing - information about the object is stored as a set of data and calculations are used to take the information about the object and display it. The data set includes dimensions, fill color, outline size and color, position.
